How to add a new Date and Time format?

Hi Team,

I understand that from User Profile, we can change the date and time format, say, from "MM/DD/YYYY" to "DD/MM/YYYY HH:MM" by selecting the country name in the drop down.

"Customer Languages" is the lookup from where the records are retrieved in the drop down. I want to add a new entry with custom date and time format. How can i make tthis change?
