As for now there is no such functionality. The portal users cannot use the mobile application. Our R&D team has in plans to implement this feature in the future application versions, however we do not know when exactly.

In order to activate your licenses you need to go to the License Manager->Distributed licenses and put the check marks next to the users.

Here's a quick instruction regarding licenses.
Generating a License Request File: 1. On the navigation panel, click the menu button, and select the [Manage User Licenses] command.
2. In the opened license manager window, go to the [Available Licenses] tab. 3. In the [Your Customer ID] field, enter unique customer ID provided to you. 4. Click the [Request Licenses] button.
As a result, a license request file will be generated and downloaded. 5. Send the license request file to BPMonline technical support. You will receive a similar file (a license key) containing your updated license data.
