You need Internet connection to connect with our servers where your application is deployed (in case it is on-demand instance). Plus there are services like cloud email services that require internet connection so to send bulk emails, receive responses, etc. Internet connection is essential in this case.
On the other hand there are on-site versions of the application that can be deployed locally on your computer and the whole process of deployment is described in the academy article here. In this case you will have localhost as a server for your instance and you wont need internet connection to make customizations or to work with records and database of the instance.
