It is possible within an application to create users with different rights (you can close or open to them access to sections, fields etc.). Users will have different credentials. The GUI for all the users will be the same.

my question was if i could develop two separate application with different GUI for two different client in BPM Online. Do I need a different installation each time i want to develop an application.

Yes, you have to install different applications to develop system for different clients. One system can have only one GUI.
